Yesterday, the Ministry of Health issued the "Guidance on Strengthening the Prevention and Control of Public Hospitals' Risk of Integrity" for the draft. The Opinions stipulated that when the patient was admitted to the hospital, the doctor would not receive a “red envelope” and the patient would not send a “red envelope” to the two-way signature.

Two-way signature to prevent acceptance of "red envelopes"

Violent suppliers included bad records at the same time, they must carry out price monitoring of suppliers' products, and take the larger difference between the factory and sales as the focus of monitoring, and if there are problems, the implementation of limits, price cuts, suspension of procurement and other measures to severely crack down on dishonesty.

The supplier's voluntary donation to the hospital must be integrated into the hospital's financial department in accordance with the regulations. Donation funding must not be accompanied by any conditions affecting fair competition. It must not be linked to purchased goods (services) and must not point to specific internal functional departments or individuals.

Implement a bad record system. Suppliers that have been verified as having commercial bribery shall be promptly included in the bad records and may not purchase their products in any form or in any form according to the provisions.

A public hospital official stated that the two-way signature rejection of red envelopes is a minimum requirement for medical institutions and medical personnel. After the implementation of this measure, the phenomenon of “collecting red packets” that are highly criticized by the public can be effectively contained.
